Biya’s leadership fatigue crisis worsens as many administrative units do not have DOs
Out of sight, out of mind,Cameroon is suffering from leadership fatigue as many administrative units currently do not have Sub-Prefects. Cameroon Intelligence Report has gathered from reliable sources at the Ministry of Territorial Administration that there are more than ten Sub Divisions without DOs.
The vacancies were created either through death, retirement, and arrest for corruption including promotion. The list is long and the areas are presently being managed by the traditional authorities even though Decree No. 2008-377 on the powers of heads of administrative districts stipulates that, in the absence of the Sub-Prefect, the Prefect’s deputy shall automatically assume the powers of Sub-Prefect until another person is appointed. They include inter alia the Douala 3rd District, Yoko, Makak, Nkongsamba 2nd, Yaounde IV, Dibombari, Bangangté and Bankim.
The 84 year old dictator signed a presidential decree on the 13th of March 2017 appointing governors, prefects and sub prefects but could not still fill the numerous vacancies throughout the national territory. The regime is however resisting a change to federalism.
