Revealed: Etoudi exceeded 52 billion FCFA accorded by the ministry of finance in 2014
The presidency of the republic exceeded the 52 billion FCFA accorded by the ministry of finance for the 2014 fiscal year. Cameroon Intelligence Report learnt that Etoudi used an additional 3 billion FCFA without a decree authorizing the extension. The 3 billion, revealed our source at the Supreme Court has puzzled the Supreme State Audit Department, which noted in its 2014 annual report that “no act of transfer of appropriations compared to the allocations of the law of the initial budget was annexed to the draft regulation.”
We gathered that neither the Ministry of Finance, the Prime Minister nor even the President of the Republic, have been able to provide investigators of the Supreme Court, the regulatory acts of this extension. Some judges of the Accounts Chamber recognize nonetheless that “transfers of appropriations can be made within the same chapter, section to section, by order of the Minister of Finance, on a proposal from the officer “, as provided in the relevant provisions of matter.
Furthermore, the Board of Auditors reported that many programs at the Unity Palace went beyond the limit of 15%. For example, the 003 Program Governance and Internal management of the Presidency of the Republic received more than 25 billion FCFA of its initial endowments. At the close the program, it was observed that it consumed more than 30 billion FCFA- an overrun of more than 18%.
